More About Thomas W. Banner

Thomas Banner has extensive experience representing both public and private sector interests in litigation before judges, juries and administrative tribunals throughout New Mexico.

For roughly half of his career, Mr. Banner represented the people of New Mexico as a government attorney: he served first as an Assistant District Attorney prosecuting criminal cases; he went on to advocate for the public's interests in utility and insurance rate-making proceedings; most recently, he served as prosecutor for the New Mexico Medical Board in licensing and disciplinary cases.

Now in private practice, Mr. Banner is continuing his successful litigation practice while also offering counseling and advice to individuals and businesses concerning real estate and property, creation and enforcement of contracts and trusts, administration of estates, trademarks, criminal defense, and professional licensing matters.

In 2020, Mr. Banner founded Paramount Title, LLC to provide real estate settlement services and title insurance products in Santa Fe County, New Mexico.

Mr. Banner is admitted to practice in the following courts: New Mexico state courts (2006); New Mexico Federal District Court (2008); District of Columbia (2008); and U.S. Supreme Court (2010)

Mr. Banner was awarded a bachelor’s degree in History from the University of Missouri, and a law degree from the University of Baltimore School of Law. While attending law school at night in Baltimore, Mr. Banner worked full-time as an Administrative Legal Officer for the Baltimore Department of Social Services where he assisted the department's attorneys in their efforts to protect children from neglect and abuse.

Since 2008, Mr. Banner has volunteered with the Santa Fe County Teen-Court program which affords youthful non-violent law-breakers a chance make reparation to the community and be held accountable for misdemeanor violations as an alternative to prosecution in the juvenile justice system.
